中文摘要: 以政府监管部门、风电企业、电网企业作为安全投入利益相关方,通过风电场安全投入绩效影响因素分析,建立收益函数及策略选择的复制动态方程,以描述各方利用最大化时其安全投入策略选择和影响因素的博弈关系,并选取多组参数进行MATLAB仿真模拟。研究表明,加强政府部门安全监管和相关政策支持力度、鼓励电力用户购买绿色电能是促进风电企业主动进行安全投入、电网企业主动选择绿色风电、提升电能安全保障能力的重要手段,能够促进绿色能源的开发利用绩效。
Abstract:With the government regulatory authorities,wind power enterprises and power grid enterprises as stakeholders,through the analysis of factors affecting the safety investment performance of wind farms,the replication dynamic equation of revenue function and strategy selection is established to describe the game relationship between the security investment strategy selection and influencing factors when each party maximizes its utilization.The group parameters are simulated by MATLAB.The research shows that strengthening government safety supervision and related policy support and encouraging power users to buy green electricity are all important means to enhance the enthusiasm of wind power enterprises to invest in safety and choose green wind power for power grid enterprises,as well as to enhance the ability of power security,which can promote the development and utilization of green energy.
