Abstract:This paper presents that educational investment is an important productive one, therefore, economic benefit of it should be strive for. Lower benefit of high institutes in our country at present results mainly from: unreasonable educational structure, negligence to the training quality of students, backwardness of internal management of high institutes, and misguidance of market over high institutes. Aiming at the existing problems, the paper puts forward several concrete measurements to promote reformation, such as strengthening the construction of teacher ranks, optimizing the structure of high education, widening the fields of specialities, raising the scale benefit and improving the circumstance of high education investment. Something must be done to change the situation of investing only by government into that of investing by government, society, school and individual altogether. Government should perform macro-adjustment and control on institutes with economic means. Every institute should reform management of funds and rules of finance and accounting, decrease internal consume. Adding funds by government, to stabilize teacher rank and to focus everybody's effort on running school, the quality of teaching and scientific research can be raised, the principal function be developed, and social and economic benefit of running high institutes be increased.
