中文摘要: 从电业权法律制度角度论证电力体制改革的根据,同时就电力体制改革的方向加以论证,阐述了实现电力优化配置对电力体制改革的意义,并提出了完善电力体制改革的几点建议.

Abstract:From the perspective of the law system for electric power industry this paper argues for the electric power system's reform, at the same time the direction of electric power system reform is also taken into consideration. It is necessary to affirm the electricity as a special commodity and distributing the electricity perfectly has a huge significance to the reform of electric power system.
