中文摘要: 针对"十一五"期间上海经济运行中的电力安全保障问题,提出了树立全方位的电力集约理念,把握市场动作机制,整合供应、生产和需求链,优化电力结构,提升电力安全运行机制功能,挖掘需求侧3项潜能,形成上海电力安全的思想、机制、过程、内在系统、运营和创新保障的对策.
Abstract:In terms of the safety of electric power on Shanghai's economic develepment during China's 11th Five-Year Plan, Six games are put forward, fostering the intensive ideal of electric power, holding the key of market systems, integrating the chain of supply, production and demand, optimizing the structure of electric power, tapping the latent capacity of the demand lifting the function of power safety operation mechanism, side, and finally forming a security of Shanghai electric power on thought, system, process, inner system, operation and creative power.
