中文摘要: 从3个方面阐述了节能减排的措施,即:通过开展"上大压小"、差别电价、节能调度、发电权交易等多种行政手段、政策杠杆和市场调节的方式,实施节能减排;通过生物质能、风能、太阳能、氢能等新能源、可再生能源的利用达到节能减排目标;通过洁净煤发电技术(IGCC)有效地实现节能减排.
Abstract:The measure of energy-saving and pollution emission reduction is illustrated from three aspects.Firstly,methods through using many ways of administrative means,policy leverage and market modulation such as "Build up larger units and Knock out smaller ones",Differential Electricity Price,Energy-saving Generation Dispatching,Deal of Generation Right are introduced.Secondly,the utility of biomass energy,wind energy,solar energy,hydrogen energy to attain the goal of energy-saving and pollution emission reduction is recommend.Finally,a kind of Clean Coal Generation Technology (IGCC),which can effectively save energy sources and reduce the pollution emission is introduced.
