中文摘要: 本文围绕我国国有企业在深化改革、强化管理、建立现代企业制度过程中出现的困难和问题,从系统论原则出发,论述了与现代企业制度相适应的员工队伍应有的合理结构与良好素质,阐明企业管理思想和实践发展的趋势是“以人为本”.同时,针对体制转轨时期国有企业不同程度的人才流失与积压并存现象,提出要树立大人才观,形成选才、用才与养才的动态循环模式.
Abstract:This paper decribes the difficulties and problems confronted by our state enterprises in deepening reform,enhancing management and establishingmodern enterprise system enterprise systems.The rational organization and good quality ofstaff,which both adapt to modern enterprise system,are expounded accoring to the theory of systematization,and it has been clarified that the enterprise management theory angpractice have the tendency:"the human being is the central and basic factor."Furthermore,inaccordance with two phenomena of the brain drain andoverstocking of talents in the state enterprises during the system transfer,the author suggests that the talent point of view in a droad sense should be established,and the model of circulation among choosing talents,training talents and using talents shuold be tried to realize.
