中文摘要: 技术创新是我国私营企业实现第二次创业的关键环节。讨论了私营企业技术状况及其存在的问题，提出了私营企业实现技术创新的内在机制和所需要的外部环境。

Abstract:Technical innovation is the key for China's enterprises to upgrade its undertaking. This paper discusses the present technical station as well as existing problems of the private enterprises, and proposes the inner mechanism and outer environment for the private enterprises to perform the technical innovation.
