中文摘要: 分析和指出了目前我国教育法规体系在严密性和规划性方面存在的问题.教育法规体系是否严密、是否具有可操作性,直接关系到教育法规能否贯彻落实.建设严密的教育法律法规体系、完善教育法规纵横结构、建立有关教育管理评估法规制度是当务之急,也是在教育立法工作中值得探讨的一个重要课题.
Abstract:Asserting that there is room for improvement in China's ELRS in terms of its systematic consistency and long-term programming, this paper states that whether the ELRS is tight and applicable determines whether it is enforceable. Compared to other, we should strengthen the construction of laws, establish the tight ELRS and improve its lateral ties as quickly as possible, reform educational management system and set up its appraisal rules and make further efforts on educational legislation in order to perfect the ELRS.
